    The organising authority is Koombana Bay Sailing Club in conjunction with the Hobie Cat Association of Western Australia.

    1. RACING RULES

      The regatta will be governed by the current rules as defined by The Racing Rules of Sailing (RRS), the prescriptions and special regulations of Yachting Australia (YA) and the International Hobie Class Association, this Notice of Race (except as any of these are altered by the sailing instructions), and the sailing instructions.

    2. ELIGIBILITY AND ENTRY

      The regatta is open to legal boats of the International Hobie Class Association being Hobie 16 Open, Masters and Grandmasters

    1. 2.1  A minimum of 5 entries is required to form a class. If sufficient entries for a class are not received the Cut off Date specified in the Schedule of Events & Information table, the Organising Authority reserves the right to cancel racing or make other arrangements for the class concerned.

    2. 2.2  The skipper shall be a financial member of the International Hobie Class Association or a National fleet, which is financial with the International Hobie Class Association and is affiliated with a State or National Yachting Authority.

    3. 2.3  The skipper and crew shall be a member of a yacht club affiliated with its National Authority.

    4. 2.4  Eligible boats may enter by completing the Official Entry Form and forwarding this together with the required Entry Fee on or before the date specified in the Schedule of Events & Information table or at the Event Registration.

    3. ALTERATIONS TO CLASS RULES

    The rules of the International Hobie Class Association will be altered as follows;

    1. 3.1  Maximum age for both the skipper and crew for the Youth Series, at the commencement of racing, will be 21. (Proof of age will be required). This modifies IHCA Class Rules: General Rule 17.7.

    2. 3.2  Minimum age for the Masters Series is 45 years, for the skipper only, at the commencement of racing. (Proof of age will be required). This is an addition to IHCA Class Rules: General Rule 17.8.

    3. 3.3  Minimum age for helmsperson for Grand Master Series shall be 55 years, at the commencement of racing. (Proof of age will be required). The age of the crew member shall be open. This modifies IHCA Class Rules: General Rule 17.8b

    4. ALTERATIONS TO RACING RULES

    The Racing Rules of Sailing will be altered as follows;

    While racing and afloat all competitors shall wear adequate Yachting Australia recognised Australian Standards approved personal buoyancy as referred to in RRS YA Addendum ‘A’ Special Regulations Part 2 Off the Beach Boats Regulations R1 Personal Buoyancy, and shall observe YA recommendations 1, 2, 3 and 4 of Addendum ‘A’. Wet suits and dry suits do not meet these standards.

    1. 4.1  Flag Y will not be displayed before or with the warning signal. This modifies RRS 40.

    2. 4.2  A boat that may have broken a rule of Part 2 while racing may take a penalty at the time of the incident. Her penalty shall be one 360-degree turn penalty. This modifies Racing Rules of Sailing rules 44.1 and 44.2.

    5. ADVERTISING CATEGORY

    The regatta is classified as a Category C event in accordance with the ISAF Advertising Code.page2image31296 page2image31992

    2012 Hobie State Titles Regatta Entry Fees

    Entries & payments can be made online at Website: www.hobiecatwa.org Registration will take place from 0930 – 1030 hrs on the first day of racing as per the Schedule of Events & Information table in the clubrooms of the host club. Racing may be back to back (max of 4 races per session) with a maximum of 12 races for the series.

    1. MEASUREMENT

      Measurement is not required, but it is the responsibility of each skipper to ensure her/his boat complies with the IHCA class rules. Random measurement checks and inspections may be carried out at any time. A boat notified of inspection shall follow the instructions of the Race Committee.

    2. SAILING INSTRUCTIONS

      The Sailing Instructions will be available to competitors on completion of registration.

    3. RACING AREA

      The racing area will be on waters in the vicinity of the host yacht club.

    4. COURSES

      The course shall be standard IHCA class courses.

    12. SCORING

    The Low Point scoring system, Appendix A.4.1 of the Racing Rules of Sailing.

    1. 12.1  Oneraceisrequiredtoconstituteaseries.

    2. 12.2  Whenfour(4)toeleven(11)raceshavebeencompleted,aboat’sseriesscorewillbethe total of her race scores excluding her worst score.

    3. 12.3  When twelve (12) or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst.

    1. RADIO COMMUNICATIONS

      A boat shall neither make radio transmission while racing nor receive radio communication not available to all boats. This restriction also applies to mobile telephones, GPS and any other electronic device.

    2. BUOY ANCY

      All competitors shall wear personal flotation devices which are in good condition and are in accordance with the specifications issued or approved by a national authority affiliated to the International Sailing Federation, or a standards organisation, or certification authority, recognised for the purpose by its respective government. Attention is drawn to fundamental Rule 1.2 of the Racing Rules of Sailing.

    3. SUPPORT BOATS/COACHES

      Team Managers, Coaches and other support personnel shall keep 100m clear of the course area during racing, except in boats provided by the organising authority or when asked to assist by the Race Committee.

    4. PRIZES

      Prizes may be awarded at the discretion of the organising committee.

    5. RIGHTS TO USE NAME AND LIKENESS

      In participating in an event, a competitor automatically grants to the Organising Authority and the sponsors of the event, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures, still pictures and live, taped or film television and other reproductions of him/her during the period of the competition for the said event in which the competitor participates and in all material related to the said event without compensation.

    6. ENTRY DISCLAIMER

      It is the competitor's decision to enter an event or to start and continue in any race. Competitors shall accept that their participation in an event is at their exclusive risk in every respect. See Rule 4, Decision to Race. The Organising Authority, and the respective host class association(s), their officers, members, servants and agents accept no liability in respect of loss of life, personal injury or loss or damage to property which may be sustained by reason of their participation or intended participation in an event or how so ever arising in connection with an event.

    7. INSURANCE

      All boats competing shall have third party insurance cover of not less than AUD$5,000,000 or equivalent thereof in any other currency for any accident. All owners/competitors who sign the Entry Form are deemed to have made a declaration that they hold such cover. Competitors may be required to produce evidence of such insurance and any competitor not holding this cover shall withdraw their entry. Adequate race insurance is also recommended for this event.

    8. SHORE FACILITIES/ LAUNCHING

      Competitors arriving early are requested to contact the organising authority to make arrangements. No liability will be taken by either the Hobie Cat Association of Western Australia nor the host yacht club in relation to damage, theft or accidental loss to items of value during or after the course of the event.

    21. AMENDMENTS

    Any amendment to this Notice of Race will be posted on the HCAWA web site www.hobiecatwa.org no later than the date specified in the Schedule of Events & Information table.

    22. Further Information

    NOTICE OF AGM MEETING

    The Annual General Meeting of Hobie Cat association of WA will be held at the end of Day 3 of the racing as per the Schedule of Events & Information table at the host yacht club.

    Nominations for office bearers shall be received no later than the date specified in the Schedule of Events& Information table

    5.1 Boats may be required to display sponsorship advertising, which is to be attached to the boats in accordance with instructions provided by the Organizing Authority.

    6. FEES

    Entry fee is as specified in the Schedule of Events and Information table and Includes a regatta t-shirt for each competitor and entry to the presentation function. A discount will be applied to nominations and payment received by the date specified as the Cut off Date in the Schedule of Events and Information table.
